中文摘要: 西部江河上游地区是我国的重点水源涵养区、生物多样性富集区和生态脆弱区。流域尺度生态重建与水资源调控是构筑西部生态屏障和实现区域可持续发展的必然选择。基于生态重建的流域水资源调控模式研究尚属探索阶段,加强其水资源调控机理认知、政策模拟与模式构建的系统研究,合理选择适合西部实情的流域水资源管理模式和政策体系,才能有效推进流域管理与区域管理的有机结合,实现水资源调控从工程性、资源性的“供给管理”模式向生态化、社会化的“需求管理“模式的战略转型。
Abstract:The upstream areas of western rivers are the key nourishing and cherish area of source of water, rich collecting area of bio-diversity and fragile district of ecology of our country. Basin yardstick ecology is constructed western ecological protective screen and realizing regional inevitable choice of sustainable development to adjust and control with water resource to rebuild. It is belong to stage of exploring still to study on the basis of basin water resource regulation and control mode that ecology rebuild,Strengthen the cognition of basin yardstick regulation and control mechanism of water resource which is based on ecology rebuild, policy simulation and system research of mode structure, rationally select the management mode and policy system which suit the basin water resource of the west, promote the integration that merge basin management with regional management, achieve the strategic shift that water resource adjustment and control from "supply management" mode to engineering and resource "demand management" mode of ecologization and socialization.
