Abstract:With a new perspective of the three dimension modes of research field orientation, geographic distribution of the research institutes and the function in innovative value chain, this paper studied and summed up the useful experience of the adjustment of S&T layout in important international scientific research institutions, systematically teased out the course of development , summarized experience and practice of adjustment of S&T layout since the implementation of the knowledge innovation program , analyzed existing problems, proposed the main thought and policies and measures as to catch up the present important opportunities to deeply push up the main thoughts and policies and measures S&T layout adjustment in CAS.With the aim to promote the adjustment of S&T layout of CAS, several suggestions on policies have been proposed, including the construction of bases of science and technology innovation, the adjustment of the distribution of research institutions of CAS, the strengthening of cooperation, and the establishment of new research units and creating automatic and continuous regulation mechanism of S&T layout of CAS.
