Abstract:This paper analyses the Independent Innovation from the level of the National Strategy, pointing out that it is necessary to comprehend Independent Innovation as the bases of the National Strategy from the view point of the law of the development and the combination of internal and external realities, and to handle its realistic intension from the three levels of the development of science and technology, the economic development and the whole situation of modernization construction. The paper emphasizes that Independent Innovation should be the core strategy of China facing the future and discusses some means for practice. The paper points out that intellectual property should be regarded as the first property in the contemporary era. It emphasizes the importance of the speeding-up of Innovation-type of policy system.
