Abstract:Starting from the factors restricting the regional coordinative development, this paper analyzes the disadvantages of traditional regional developmental models and the misunderstanding towards spatial structure efficiency and discusses the puzzlement over whether reducing regional economic development disparity can be set as the objective of regional developmental strategy. In addition, the paper also analyzes the weakness of Four Macro Regions Strategy (different developmental strategies implemented towards four regions including Western, Northeastern, Central and Eastern areas) and its reasons, and investigates the institutional and mechanism problems related to incomplete spatial planning system. Based on such findings, the study illustrates the significance of carrying out the major function oriented zoning (MFOZ hereafter). As a blueprint of territorial and spatial development with emphasis on humanism and human-nature harmony, MFOZ is a guideline for the government to implement spatial governance and a platform for integrating related resources of spatial planning. It is also the scientific basis on which the regulatory roles of both government and market can be fully played and regional coordinative development can be boosted and the instruction for the whole society leading to correct understanding and rational construction of our living space.
