中文摘要: 1978年召开的全国科学大会为科技界破除"两个凡是"的束缚,从而揭开了科技体制改革的序幕。30年来,中科院采取了一系列解放科技生产力的措施,但在科学院的性质与任务、办院方针以及科技与经济关系等方面,经历了许多曲折。为总结经验,深化改革,需调整科技体制改革的主要目标,建设国家创新生态系统。
Abstract:The national science congress convened in 1978 broke with the bondage of "Two Whatevers" (Two Old Rules) for the scientific and technological circles, thus uncovering the prologue to science and technology institutional reform. Over the past 30 years,the CAS has adopted a series of measures for liberating science and technology productivity,but there have been many deflections in the aspects of nature and tasks of the CAS, guidelines for handling the CAS as well as relations between science and technology and economy, etc. In order to sum up experience and deepen reform,it is necessary to rectify the primary target of science and technology institutional reform,and suggestions are proposed for the State to innovate ecosystem.
