Abstract:The Chinese Government has divided emergent incidents into four categories:accidents,natural disasters, public health incidents and Social safe incidents,which have the relevant predictive emergency plans to provide technical supports.However,whether there still exist some characteristics of common nature in these four categories of incidents and how to realize and deal with these incidents? These problems are still important subjects for research in public safety and many related fields.In this paper,some core problems about mechanisms,more suitable assessment methods,funds and resources management,and system assurance are described based on the concept and theories of emergency management.Also,some recommendations for policy about emergency management are provided.
