Abstract:The innovation ability of Science and Technology is core factor of sustainability. Science and Technology is leading China’s sustainable development. The implementation of the mode shifting from scale expansion to intensive development, and Sustainable Innovation promoting regional balanced development,will be the key essentials to ensure the harmonious operations and good governace of China’s urbanization. Based on the case study of Beijing’s building national capital towards "prime virtue" with characteristics of sustainable innovation, this paper analyzes the interaction with city operations in economy, society and environment, expatiates thoroughly on ideas, patterns, and experinces of capital city operations, furthermore, summarizes the policy system, management system, and Science and Technology system. Finally, we give a strategy review on China’s city operations and development in the Twelfth Five-Year Plan time period.
