中文摘要: 国家高新区创立和发展已20余年,其对我国经济社会发展和国家创新体系的建设做出了重要贡献,已经成为我国经济增长的主要支撑、赢得国际竞争力的主要依靠力量以及引领和带动增长方式转变和社会形态转型的动力引擎。本文从我国当前所面临的国际国内形势出发,指出了国家高新区在新时期所应承担的国家使命和任务,并提出了新使命下需要解决的问题以及框架性的建议。
Abstract:Over more than 20 years,the establishment and development of national high-tech industrial development zones made great contributions to the economic and social development and national innovation system construction in China.They have been a mainstay of China’s economic growth,and the main dependent force of gaining international competitive power,as well as the motive power engine of guiding the growth mode transition and social transformation.The paper indicates the national mission and task of national high-techi industrial development zones in the new period and puts forward the problems needing to be resolved and framing suggestions for accomplishing the mission.
