中文摘要: 自上世纪80年代末以来,党中央、国务院陆续出台了一系列税收、财政、土地、人才等倾斜性政策,重点支持以国家高新技术产业开发区(简称国家高新区)为载体的高新技术产业。20年后的今天,作为政策推动的结果,国家高新区是否已承担起党中央、国务院赋予的"发展高科技、实现产业化"的使命?对中国经济发展和创新型国家建设的贡献如何,以及后金融危机时期国家高新区未来发展的目标导向在哪里?带着这些问题,本文从政策评价的视角,讨论了国家高新区对创新体系建设、经济增长、社会发展及制度创新等方面的作用和目标实现程度,同时,结合全球经济一体化和社会发展变化,提出了高新区新需求中的问题及未来发展的导向建议。
Abstract:Since the end of the 1980s,the State Department has made public a series of taxation,finance,land and talented person favoring policies to support the national high-tech industry development zones.Nowadays,20 years later,as a result of policies promoting,have these zones completed the mission " developing high technology and realizing industrialization" ? How about the contributions to the development of China’s economy,and where is the future development goal orientation of the national high-tech industry development zones during the post-economic crisis? With these questions,this paper,from the policy evaluation perspective,analyzes its contribution to construction of the national innovation system,economic growth,social development and institutional innovations and the extent of realizing the goal.Finally,some new issues about the new demands and guiding suggestions are proposed for high-tech zones in the future combined with global economic integration and social development and changes.
