中文摘要: 公共危机管理不仅是人民安居乐业的基本保证,是全面构建社会主义和谐社会的重大战略问题;而且是国家安全和社会稳定的基石,是经济和社会发展的重要条件。本文以日本核泄漏为背景,拟从公共危机管理角度讨论如何建立政府应急管理,阐述"安而不忘危,治而不忘乱,存而不忘亡"之理念。
Abstract:Public crisis management is not only the basic guarantee for people to live and work in peace and contentment,is a matter of major strategy for overall construction of socialist harmony society,but also the foundation stone for national security and social stability,and the important conditions for economy and social development.With Japanese nuclear leakage as the background,and from the perspective of public crisis management,the present paper discusses how to establish Government emergency management,and expounds the ideas of "living in safety but keeping in mind danger,running the country well but keeping in mind chaos,existing but keeping in mind subjugation".
