中文摘要: 中国自然资源问题十分突出,土地、水、森林、矿产等资源在数量和结构方面存在许多不足,对经济社会的保障程度呈下降趋势。与资源相关的生态环境问题已经成为我国社会经济发展重要的制约因素。未来10年内,中国的城镇化将加剧水土资源结构性紧张,导致关键矿产资源愈加短缺,并进一步降低包括粮食、水土资源、矿产资源等综合资源安全的保障程度。针对中国资源安全所面临的问题,贯彻落实“生态文明建设”,坚持节约资源、保护环境,是我国应对综合资源安全问题的根本战略选择。未来保障中国综合资源安全需考虑优化产业结构和布局、加大法规政策激励、调整资源消费结构、加大科研投入、统筹国内外市场等措施,来缓解资源的供需矛盾、提高资源的利用效率、恢复资源的生态功能,以进一步保障我国综合资源安全 。

Abstract:The situation of China’s resources security is quite stern, which faces many deficiencies both in quantity and structure of resources in land, water, mineral, and forest, and leads a downward trend on the comprehensive resources security. Environmental problems relating to resources, moreover, have become the restrictive factors to socio-economic development. In the long term, the gap of supply and demand of some major resources goes up continuously in the future decade as a result of rapid development of domestic economy and urbanization. According to the characteristics of resources situation and growth in China, some suggestion in regard to comprehensive resources security of China are put forward under the guideline of “ecological civilization strategy”, including optimizing industrial structure and distribution, promoting policy incentive, adjusting consumption structure, increasing research investment and planning resource market home and abroad as a whole so as to mitigate the contradiction between supply and demand, to improve the efficiency of resource use and to recover ecological function of resources.
