Abstract:In China’s national intellectual property strategy, Intellectual Property Management (IPM) should play its core role in the whole IP systems. As the weak and difficult part, IPM has become the bottleneck to limit improvement of IP creation, exploitation, protection. This paper firstly proposes an object system of IPM including rights, property, and resources, with multidisciplinary perspectives. Then, we present an empirical study on the evolution of public policy of IPM since 1994 to 2010. Meanwhile, according to the concept system of IPM, we analysis and summarize several key problems of our IPM practices in administration and right-owner management. Finally, we try to put forward a series of policy suggestions, especially in administration, management, and public service aspects of IPM.
