中文摘要: 有效的产学研合作是我国科技体制改革面临的重大问题。文章以清华大学-搜狐搜索技术联合实验室为案例,提出我国高技术企业快速发展的一种新模式──根植于卓越的两栖创新生态系统。这种创新系统技术分工清晰,制度设计精致,追求卓越成为市场与政府之外的第三种驱动创新的力量。提出启动我国创新生态系统建设,推动追求卓越的创新环境建设,加强国家重大科研项目向产学研联合实验室倾斜、树立创新生态系统样板和加大知识产权保护力度的政策建议。
Abstract:An efficient university-industry cooperation matters for reforms in scientific and technological institutions in China. Using Tsinghua University-Sohu Joint Lab on Searching Technology as an example, we propose an excellence-rooted amphibious innovation ecosystem as a new model for fast development of high-tech firms in China. This innovation ecosystem demonstrates explicit division of technical labor, delicate design of institutions, and excellence-seeking as the third force that drives innovation besides markets and government.This model provides a typical example for reforms in scientific and technological institutions in China.
