中文摘要: 文章分析了科技成果转化的规律与趋势，揭示了科技成果转化的内涵、
一般规律、关键因素、主要形式，探讨了政府在科技成果转化中应起的作用，综述
了我国科技成果转化的政策体系、主要举措和成效，分析了亟待解决的突出问题，
提出了加快我国科技成果转化的政策建议。

Abstract:This paper analyzes rules and trend of transformation of scientific and technological achievements,
reveals its connotation, general rules, key factors, main form, and the role of government in transformation of
scientific and technological achievements. It also describes the policy system, the main measures, and the effects
of transformation of scientific and technological achievements in China. Then, it analyzes the prominent
problems to be solved urgently. Finally, the paper puts forward some countermeasures and suggestions.
