中文摘要: 党的十八届三中全会报告指出,要深化科技体制改革,推动科技和经济紧密结合,加快建设国家创新体系。国际上,新一轮的工业革命正在酝酿和形成之中,新业态、新模式、新机制、新技术、新领军人物异军突起,创新模式在创新链衔接、扁平化运作、知识资本再造和创新服务方面出现大幅度的转型。改革开放30多年来,我国的创新能力有了大幅度提高,但国家创新能力越来越多地体现在体制机制的整体有效性和活力上,我国仍存在影响创新能力发展的诸多障碍。在加快建设国家创新体系的进程中,要集中优势力量攻克共性、核心技术;搭建创新平台,实现创新资源的优化配置;构建技术转移体系,疏通科技与经济的通道;加快培养新一轮工业革命时期的劳动力和创新领军人才。最终让科技改革的红利充分释放,使科技创新为打造中国经济升级版发挥起更加强有力的驱动和支撑作用。

Abstract:The report of the third plenary session of the eighteenth National Congress of the Communist Party
of China clearly pointed out that we should deepen the reform of the scientific and technological system, promote
the combination of science and technology and economy, and speed up the construction of national innovation
system. Internationally, a new round of industrial revolution is forming and developing, and new forms,
new pattern, new mechanism, new technology, and new talents suddenly arise. New leading industry of innovation
pattern will transform in the innovation chain cohesion, flattening operation, the knowledge capital sharp
transition, and innovation services. 30 years of the reform and opening-up from the year of 1978, the innovation
ability has risen substantially in China. Nevertheless, the national innovation ability is increasingly reflected
in the overall effectiveness of systems, mechanisms, and vitality, and there are still obstacles affecting the development
of innovative ability in China. Innovation competitiveness is the core of the national soft power. In
the process of speeding up the construction of national innovation system, we need concentrate advantageous
forces to tackle the common and core technology, construct platform for innovation to achieve the optimal allocation
of innovation resources, build a technology transfer system to promote the combination of science and
technology and economy, and speed up the cultivation of a new round of industrial revolution labor and innovative
talents. Finally, we need release technology reform bonus in full, and make the scientific and technological
innovation as more powerful drive and support role during building China’s economy upgrade.
