中文摘要: 科技服务网络是中科院“率先行动计划”的重要组成部分,力图突破“自有-自产-自销”的封闭式研发传统,整合现有科技资源和转移转化平台,满足国家高速发展对科技提出的越来越高的要求。为解决中科院知识产权认识与管理仍处于初级发展阶段中的问题,文章提出知识产权在使用、处置和收益管理上进一步深化改革,推行重大科研项目知识产权全过程管理,鼓励知识产权在转移转化过程中实现价值,培育以市场为导向的知识产权管理机构等新思路和新举措。

Abstract:Science and technology service network(STSN)is a key part of CAS "Pioneer Initiative".It attempts to break the closed circle of R&D tradition featured with self-owned, self-produced, and self-marketing. By integrating the existing S&T platform and intellectual property transfer, we are designated to change the current spontaneous, isolated and fragmented R&D activities, in order to meet the higher and higher national needs for S&T development. Intellectual property right(IPR) development is still at its initial stage in Chinese Academy of Sciences with both awareness and management capacity at a low level. To solve the problems and overcome the difficulties, this paper proposes a few new ideas and measures to deepen the reform of IPR use, disposal, and revenue management. These ideas and measures range from implementing the entire process of IP management in major scientific research projects, encouraging the realization of IP values in the transfer and transformation process, to cultivating market-oriented IP management agencies.
