Abstract:Science and technology service network（STSN）is a key part of CAS "Pioneer Initiative".It attempts to break the closed circle of R&D tradition featured with self-owned, self-produced, and self-marketing. By integrating the existing S&T platform and intellectual property transfer, we are designated to change the current spontaneous, isolated and fragmented R&D activities, in order to meet the higher and higher national needs for S&T development. Intellectual property right（IPR） development is still at its initial stage in Chinese Academy of Sciences with both awareness and management capacity at a low level. To solve the problems and overcome the difficulties, this paper proposes a few new ideas and measures to deepen the reform of IPR use, disposal, and revenue management. These ideas and measures range from implementing the entire process of IP management in major scientific research projects, encouraging the realization of IP values in the transfer and transformation process, to cultivating market-oriented IP management agencies.
