Abstract:In the background that the“jointly building Silk Road Economic Belt” has made strategic consensus,
mainly countries along the Silk Road is in the critical period to accelerate the transformation of economic development. However, for a long time, a serious lack of basic national conditions, resources and the environment data, socio-economic situations, policy and regulations and other information of the countries along the Silk
Road, caused developing strategic decisions and construction practices serious constraints. In this case, the fundamental work of science and technology of the“Silk Road Economic Belt” is put forward higher requirements.
This article outlines foundations and problems for long-term international science and technology of the countries along the Silk Road. China and the other countries along the Silk Road have a long history of good scientific and technological cooperation. Since the two countries, China and Germany respectively, signed an intergovernmental scientific and technological cooperation agreement in 1978, China have developed several cooperation with other countries, which are along the Silk Road. Germany, Egypt, Mongolia, Israel, Russia, Kazakhstan, Ukraine, Uzbekistan, Belarus and so on countries enjoy a good cooperation with China in science and
technology. In June 16, 2014, more than 200 scientists from 17 countries along the Silk Road issued a“Silk
Road International Union of Concerned Scientists Economic Belt” initiative in Beijing. In this initiative, the
foundation technology support construction of the“Silk Road Economic Belt” has been widely recognized.
At present, though science and technology cooperation between China and other countries along the Silk Road in modern agriculture, aerospace, electronic communications, IT, new energy, new materials, intelligent transportation,
high-speed rail, nuclear energy and other high-tech fields made good progress, on the basis of science and technology, international cooperation is still relatively small. This situation is difficult to meet the urgent needs between national and international
cooperation of the“Silk Road Economic Belt”.
Also, it summarizes that sustainable development construction of the“Silk Road Economic Belt” is facing major international scientific problems, such as cover land use change and sustainable use of land and water resources, environmental carrying capacity of resources and sustainable development model innovation, transnational natural disaster monitoring and management, global climate change on the Silk Road economy, causes of poverty and international poverty alleviation, international
collaboration of scientists innovative research and information sharing platform. Scientists along the countries of economic
belt along the Silk Road urgently needed extensive international cooperation and scientific response to these regional development issues.
This paper proposes nine basic science and technology proposals to support the“Silk Road Economy Belt” with international science and technology cooperation. It includes carrying outresource environment and sustainable development international comprehensive scientific investigation of the“Silk Road Economic Belt”, establishing international information-sharing
center and scientific decision-support system of ecological environment and sustainable development of the“Silk Road Economic Belt”, developing science and technology data integration and atlas compiled research plan of the“Silk Road Economic
Belt”, starting cross-border exchanges and cooperation and personnel plan in science and technology of the“Silk Road Economic Belt”, implementing the“extreme weather events predictability and risk assessment” project of the“Silk Road Economic Belt”, promoting wild ecosystem observatory observation network of the“Silk Road Economic Belt”, establishing
“long-distance transmission and preventing monitoring system of atmospheric pollutants” of the“Silk Road Economic Belt”,
undertaking desertification ecological restoration technology projectof the“Silk Road Economic Belt”, and establishing the
“Silk Road Economic Belt” Resource Environment and Sustainable Development Joint Research Centre”. Therefore, these recommendations promote faster sustainable development of the“Silk Road Economic Belt”.
