中文摘要: 中科院外籍院士制度自 1994 年正式建立，迄今已走过 20 余年历程。文章以中科院外
籍院士群体为研究对象，对其特征进行计量分析。在此基础上，从历史的视角探讨外籍院
士对中国科技事业的贡献，并对如何进一步发挥外籍院士的作用，促进我国科技事业的发
展提出政策建议。

Abstract:The foreign member election system of Chinese Academy of Sciences (CAS) was established in 1994, walking through more than
20 years now in China. Taking the foreign members of CAS as a community, this paper quantitatively analyzes their contribution characteristics
for the development of Chinese science and technology at different periods. Based on this study, policy recommendations to elevate foreign
members’ role in promoting Chinese science and technology are put forward at last.
