Abstract:Natural resource management system is not only an important part, but also one of the foundations of ecological civilization system. Several problems of natural resource management in China, such as the old-fashion ideas, the imperfect institution and the poor management system are identified. Based on the problem? and goal-oriented research methods and inspirations from the international experience, this paper proposes that it is of significant importance to set up the idea of "respect, accommodate to and protect nature", insist on the view of development and systematics which balances the development and protection, and build up a comprehensive natural resources system with "two basics, three processes and four guarantees". We also design the reform path for the natural resource asset management system and supervision system to meet the demand of systematic reform.
