中文摘要: 公共卫生卓越人才培养是发达国家公共卫生体系建设的战略组成。新冠肺炎疫情的应对,凸显我国公共卫生卓越人才培养的价值和必要性。研究从公共卫生卓越人才培养的资源投入、培养过程和系统结果方面,剖析我国公共卫生卓越人才培养的痛点。提出将公共卫生人才作为国家战略人才培养、“强基本,增体量”的资源投入战略、公共卫生学院准入及发展的“严进严评”、大健康观下的卓越人才协同培养路径、清晰高标准的卓越人才培养模式,以及人才激励机制齐头并进等若干思考,以期对我国公共卫生卓越人才培养提供决策参考。
Abstract:The cultivation of outstanding public health personnel is the strategic component of public health system construction in developed countries. In response to the new coronary pneumonia epidemic, the value and necessity of cultivating outstanding talents in public health in China was highlighted. The research analyzed the problem of training of outstanding talents in public health from the aspects of resource input, training process and system results. The study also puts forward the strategy of cultivating public health talents as national strategic talents, strengthening resource investment, the strict evaluation of admission and development of public health colleges, the cooperative cultivation of outstanding talents under the view of big health, the establishment of a clear and high standard training mode, and the thinking and prospect of talent incentive mechanism, so as to provide suggestions for the cultivation of outstanding talents in public health in China.
