Abstract:The world is at the junction of the global transformation and new sic-tech revolution. At the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China (CPC), a comprehensive strategic plan was formulated for the National Governance Modernization. How to scientifically coordinate various significant elements such as science and technology, industry, national governance and strategy while promoting the construction of new infrastructures, and how to stimulate systematic and sustainable innovation effect to seize the major historical opportunity in the current sic-tech revolution. This work studies the new infrastructures development trends, governance capacity and system construction, and provides an important theoretical reference for the coordination mode of science, technology, industry and strategy in the national governance modernization.
