中文摘要: 文章从科学技术历史发展的视角，在世界范围内考察了不同历史阶段国家战略科技力量产生和发展的特点，研究了新中国成立之后国家战略科技力量的建设和发展历程，探讨了中国科学院作为国家战略科技力量的发展和重要作用，提出了国家战略科技力量的定义、特点及3种组织形式。通过梳理近年来我国关于强化国家战略科技力量的论述，得出：中国的国家战略科技力量是由中国科学院等已有的国家战略科技力量和新建设的国家实验室共同组成。在此基础上，文章提出了强化国家战略科技力量应加强的几方面工作。
Abstract:This study reviews the generation and development of the national strategic scientific & technological (S&T) power at different historical stages around the world from the perspective of historical development of science and technology, and studies the construction and development of China's national strategic S&T power since the founding of new China. It also discusses the role of the Chinese Academy of Sciences as a national strategic S&T power. Based on the above research, this study puts forward the definition and characteristics of the national S&T strategic power. In the end, this study raises several suggestions on strengthening the national strategic S&T power.
