中文摘要: 面对全球持续变暖的现实趋势,对比分析地球历史事件,历经了30余年的全球变暖主因之争即将画上句号。当前全球气候变暖国际共识已经形成,直面问题、寻求解决方案成为当务之急,对我国及“一带一路”沿海国家而言,化解“开发”与“保护”这对矛盾就是关键。文章在上述分析的基础上,提出了基于“地球系统科学”思维的海洋科技变革理念和符合业务系统性管理的中国方案——海洋负排放,即合情合理合法地干预海洋、利用海洋应对气候变暖,并在这个过程中改善已经变化了的海洋环境、保护生态系统、促进可持续发展,加快实现人与自然和谐共生现代化。
Abstract:Comparing the records of geological events and the observations of the current climate, the debate on the main cause of global warming, which has lasted for more than 30 years, is now to an end. Along the global consensus, it is imperative to seek effective solutions to the mitigation of climate change for China and the countries along Belt and Road route, which are facing the unavoidable conflicts between development and protection. Based on these analyses, The study proposes that reasonable and legitimate transformative Ocean Negative Carbon Emission (ONCE) approach should be developed in the context of Earth system science for the mitigation of global warming, with improvement of the changed environments toward sustainable development and harmonious coexistence between human beings and nature.
