中文摘要: 党的二十届三中全会决定统筹推进教育科技人才体制机制一体改革,要求完善人才自主培养机制,着力培养、造就科技领军人才。面对新一轮科技革命和产业变革,文章提出基于创新的系统观构建科技领军人才培养的底层逻辑,应以立德树人为根本任务,以国家战略需求为导向,顺应时代之变,遵循在高水平科技创新的实践过程中培养高质量创新人才的育人规律,改革科技创新人才培养的目标、主体及评价标准。据此,文章分析了我国自主培养科技领军人才当前存在的结构性问题,提出科技领军自主人才培养的主要策略。

Abstract:The Third Plenary Session of the 20th Central Committee of the Communist Party of China decided to promote the integrated reform of the systems and mechanisms of education, science and technology, and talent as a whole, and required to improve the indigenous development of leading scientific and technological talents. The rapid changing innovation and political environment and the new development of the national strategic needs pose new challenges and requirements to the talent development in the field of science and engineering. Consideration of the situation of a nation’s strategic demands and economic environment, innovation should be included in the new paradigm and the new underlying logic of education. It should take moral education and talent development as the fundamental task, be oriented by the national strategic needs, adapt to the changing circumstance and follow the educational rules of high-quality innovative talents in the practice process of high-level scientific and technological innovation, and reform the goals, subjects, and evaluation criteria of cultivating scientific and technological innovative talents. At the end of the article, some strategic issues are presented.
