中文摘要: 科技创新是驱动高质量发展、建设现代化产业体系的战略支撑。为竞逐世界科技和产业竞争的制高点和主导权,全球主要经济体都在重塑其政策体系,以助推前沿技术和未来产业发展。文章在分析科技创新与产业创新融合的内在机理和政策框架的基础上,结合集成电路、mRNA疫苗、新能源汽车、光伏等国内外典型科技产业创新实践,揭示了战略牵引和政策协同推动创新链与产业链贯通融合的作用机理,并探索提出完善我国全链条政策体系,以科技创新引领产业创新的思考和建议,以期为我国科技和产业发展提供启示和借鉴。
Abstract:Technological innovation serves as the strategic foundation for driving high-quality development and building a modern industrial system. To compete for global leadership in science, technology, and industrial advancement, major economies worldwide are reshaping their policy frameworks to accelerate the development of cutting-edge technologies and future industries. This study analyzes the intrinsic mechanisms and policy evolution of the integration between technological innovation and industrial innovation. By examining domestic and international case studies—such as integrated circuits, mRNA vaccines, new energy vehicles, and photovoltaics—it reveals how strategic guidance and policy coordination facilitate the convergence of innovation chains and industrial chains. Furthermore, the study explores ways to refine China’s full-chain policy system, proposing insights and recommendations for leveraging technological innovation to lead industrial innovation. The findings aim to provide inspiration and reference for China’s scientific and industrial development.
