中文摘要: 黄土高原生态屏障是我国“三区四带”生态安全战略格局的重要组成部分,为保障黄河安澜和华北平原安全发挥了重大作用。进入21世纪以来,黄土高原生态建设取得举世瞩目的成就,但仍面临全球气候变化下极端天气事件与灾害风险加剧、生态建设与水沙平衡阈值不清、人地协调和富民增收困难等严峻挑战。文章简要阐述了黄土高原生态屏障建设的科学基础,梳理总结了生态保护修复取得的巨大成就,提出了生态屏障建设的创新路径,包括综合治理方略、灾害风险防控、新技术研发、绿色发展带建设、管理模式创新,还从未来气候变化与人类活动影响、生态建设阈值、水沙平衡、人地系统与乡村振兴、人工智能与观测—模拟—预警系统相融合等5个方面提出了具体建议和未来展望。
Abstract:The ecological barriers on Loess Plateau are crucial components of ecological security strategy framed as a pattern of “Three Zones and Four Belts” in China, and serve as a vital safeguard to reduce the flooding risks of the Yellow River and the safety of the North China Plain. Since the founding of the People’s Republic of China, the construction of the ecological barriers on the Loess Plateau has already gained some remarkable achievements, nevertheless, there are still some challenges upon us, such as intensified risks of extreme climate events and natural disasters, proper threshold of balance between ecological construction and water-sediment relationship, the harmonization among people and land conflicting, and the regional economic development and income increasing of local resident. This study briefly outlines the scientific foundations of construction of the ecological barriers on the Loess Plateau, summarizes the accomplishments in the ecological protection and restoration, and proposes several innovative paths for the construction of ecological barriers from various elements of comprehensive management strategies, disaster risk prevention and mitigation, developing new technologies, constructing green development belts, and proposing innovative management approaches. The key recommendations and prospects are put forward from five aspects, namely, (1) the impacts of future climate change and human activities, (2) thresholds of ecological construction on the Loess Plateau, (3) water-sediment relationship in the Yellow River, (4) human-land systems and rural revitalization, and (5) the integration of artificial intelligence with observation-simulation-early warning systems.
