中文摘要: 受气候变化和人类活动影响,我国西部生态屏障区域冰雪融化加剧,固体水储量大幅减少,液态水增加,水资源稳定性下降,水文系统呈现非稳态特征;与此同时,水资源配置风险增大,水资源保障难度成倍增加,区域水资源开发利用面临更大挑战。因此,亟待加强西部水资源可持续利用研究,提出应对策略。西部水循环变化受到自然和人为因素双重驱动,但目前对变化环境下水循环和水资源基础研究薄弱,支撑新的治水理念下的理论与核心技术突破不足。文章分析和总结了西部生态屏障区水资源变化基本认识和存在的问题,提出应重点关注青藏高原水循环变化及其水资源效应、水资源高效利用与节水技术、变化环境下水-能源-粮食-生态纽带与区域可持续发展、地表水-地下水-生态系统互馈机制与安全保障技术、“空天地”一体化数字孪生流域关键技术和流域模拟器技术等科技问题,提升西部生态屏障区水资源可持续利用的科技支撑能力。
Abstract:Under the combined impacts of climate change and human activities, the ecological barrier regions of western China exhibit significant reductions in solid water storage, increases in liquid water, declining water resource stability and non-steady-state characteristics in hydrological systems. Water allocation risks have increased, making it exponentially more difficult to ensure water security. Transboundary water resource development can lead to spillover risks, requiring urgent research on sustainable water resource use and adaptation strategies. The water cycle in western China is driven by both natural and anthropogenic factors, yet fundamental research on water cycle dynamics and resource management under changing environments remains weak. There is a lack of systematic solutions for theoretical breakthroughs and core technologies aligned with new water governance paradigm. Based on the analysis of water resource changes and existing challenges in the ecological barrier regions, this study proposes to focus on key scientific and technological issues: water cycle dynamics and water resources implications in the Qinghai-Xizang Plateau, efficient water utilization and conservation technologies, water-energy-food-ecology nexus and regional sustainable development under changing environments, transboundary water resources management for international rivers, surface water-groundwater-ecosystem interactions and safetyensuring technologies, “space-air-ground” integrated digital twin basin technologies, and flood/drought disaster early warning systems. Policy recommendations are provided to strengthen scientific and technological support for sustainable water resource management in the western ecological barrier regions.
