        2010年6月,《国家中长期人才发展规划纲要(2010-2020年)》发布,提出要突出要培养造就创新型科技人才。为达到建设宏大的创新型科技人才队伍的战略目标,在未来十年中,科技人才工作需要多头并举,重点任务是:创新体制机制,为创新型科技人才发展提供制度保障;实施产学研合作培养创新人才、实施有利于科技人员潜心研究和创新政策等重大政策,营造有利于创新型科技人才创新创业的良好环境;实施创新人才推进计划、海外高层次人才引进计划等重大人才工程,为创新型科技人才队伍建设提供重要载体。

        In June 2010,Outline of National Medium-and Long-term Program for Talent Development(2010-2020) was issued,emphasizing on training and bring up innovative sci-tech talents.In order to reach the grand objective of construction a large number of innovative sci-tech talents,multiple measures are needed to be implemented in the future decade.The key tasks are as the followings.First is to improve management system and mechanism,to ensure good system for the development of innovative sci-tech talents.Second is to implement important policies,to build good environment for innovative sci-tech talents to do innovative work,which include the policy to enhance cooperation among industry,academia and research for innovative talents training,the policy to encourage innovative talents to do research work with great concentration,etc.Thirdly,is to implement the major projects for talent development,to offer important carrier for the construction of innovative sci-tech talents,including the innovative talents propelling plan and overseas high-level talents introducing plan.
