        近几年,科技外交出现新的发展趋势,其背后的动力是全球化发展的挑战、国际关系的变化、科学技术自身发展的需要以及全球公民社会的兴起。美、英、日等发达国家把科技外交纳入国家战略之中,并采取措施促进科技外交。面对科技外交的新发展趋势,中国应该做战略上的谋划,并采取积极的措施,促进科学技术的发展,并使科学技术在国家外交事业中发挥充分的作用。

        In recent years,science and technology diplomacy has the trend of new development.The dynamics behind the development are the challenges of the globalization development,the transformation of international relation,the need of the development of science and technology itself and the emergence of citizen society over the whole world.The developed countries such as the United State,United Kingdom and Japan have brought science and technology diplomacy into national strategy and take measures to promote science and technology diplomacy.In the face of the new development of science and technology diplomacy,China should make a strategic plan and take measures both to promote S&T development and promote science and technology to exert full role in diplomacy.
