中文摘要: 中国的城市化决定着中国的未来和世界城市化进程,而中国的资源环境保障程度又直接影响着中国城市化的速度与质量。研究表明,过去30年我国城市化进程相对于世界平均状况而言,速度快但水平低。未来20年我国将有超过60%的人口居住在城市,快速城市化进程将带来日益严峻的资源环境保障问题和资源环境剥夺问题。针对这些问题,建议立足资源环境承载能力,从国家安全角度建设资源节约型与环境友好型城市;推行适速适度的城市化发展模式,不断提高城镇化发展质量;在国家"十二五"规划及中长期规划中应淡化城市化增长指标,突出资源环境约束指标;逐步消减快速城市化进程中诱发的资源环境剥夺行为,推进和谐城市化;建立中国城市化的资源环境保障转移机制,推进安全城市化;采用多维指标的领导干部政绩考核机制,以科学的评价机制促进科学的城市化。
Abstract:China’s urbanization determines the future of China and the urbanization process of the world,and the level of China’s resources and the environment protection has a direct impact on China’s urbanization speed and quality.Studies show that China’s urbanization is fast in speed and low in quality compared with the world average over the past 30 years.China will have more than 60% of the population living in cities in the next 20 years.There is still a big gap in the level of China’s urbanization compared with Europe,the United States and other developed countries,which can’t catch up with them in a short time.Rapid urbanization process will lead to increasingly serious issues of resources and environment protection and deprivation of them.To solve these problems,based on the carrying capacity of resources and environment,it is suggested that we should build resource-conserving and environment-friendly city from the perspective of national security;implement appropriate urbanization development model of moderate speed and improve the quality of urbanization constantly;play down the growth indicators in urbanization in the "12th Five-Year Planning" and long-term planning of China and highlight the bound targets of resources and environment in urbanization;reduce the deprivation of resources and environment induced by rapid urbanization process gradually and promote harmonious urbanization;establish China’s urbanization transfer mechanisms of resources and environment protection and promote safety urbanization;implement scientific performance evaluation mechanism for leading cadres with multi-dimensional indicators and promote scientific urbanization with scientific evaluation mechanism.
