想的实现亟需科技创新的支撑。 文章从科技创新在“丝路”建设中的重
要性、中科院的定位和优势出发， 提出科技是“丝路”建设的重要动力， 中
科院具有科技支撑“丝路”建设的强大科技实力和综合优势。 文章重点
提出了加快制定并实施“丝路”科技基础性工作、高新技术产业、重大工
程建设与安全、国际智库网络与协同创新平台和人文交流、数字“丝路”
与信息化 5 项“丝路”科技支撑行动计划 ， 并提出 5 个方面的具体实施建
议， 即组织实施“丝路”战略先导科技专项、加快推进“率先行动”计划、加
强科研平台建设、加强国际合作和加强智库建设。

Abstract:The Silk Road Economic Belt conceived by President Xi Jinping is a significant strategically deployment. The promotion of Silk Road Economic Belt will be a long-term and extremely arduous strategic task. It
greatly needs science and technology support to implement this strategy, which is emphasized in 4 aspects as
follow.（1） science and technology, as the first productive force, are inexhaustive source for the prosperity of
countries within this economic belt,（2） the construction of Silk Road Economic Belt faces numerous international scientific problems that need cooperative solution,（3） scientific cooperation and exchange are important
starting lines for Silk Road Economic Belt construction, and（4） scientific groups will offer supports for major
strategic decision-making during the construction process. It is argued that the Chinese Academy of Sciences
（CAS） should be the leader and locomotive supporting the construction of Silk Road Economic Belt based on
the comprehensive advantages of CAS. This article points out five priority tasks or cooperation areas related to
