中文摘要: 2014年北京APEC会议前后,中科院组织实施了“京津冀区域灰霾综合外场实验”,综合运用地面观测、激光雷达探空、车载走航、卫星遥感和数值模型预报等多种手段,对APEC前后京津冀地区的历次灰霾污染形成过程进行了全方位观测和模拟,分析了京津冀区域大气污染物环境容量、区域输送变化以及二次气溶胶所占比例,对APEC期间应急控制措施的效果进行了评估,并提出了留住“APEC蓝”的建议。
Abstract:This article describes a comprehensive survey of the “Haze Observation Project Especially for Jing-Jin-Ji (Beijing,Tianjin,Hebei) Area (HOPE J3A) ” based on the project of “Formation Mechanism and Control Strategies of Haze in China” carried out by the research groups of the Chinese Academy of Sciences. Various measures are taken to understand the formation processes of several haze pollution incidents before and during APEC, such as surface measurement, radar remote sensing, vehicle navigation, satellite observation and numerical model forecasting. In addition, the environmental capacity for atmospheric pollutants, regional transportation changes, and proportions of secondary aerosols are analyzed. Finally, the emergency control measures in place during APEC are evaluated, and some suggestions for keeping “APEC Blue” are proposed.
