中文摘要: 创新发展是实现后发赶超的主要途径.当后发国家为了实现赶超把创新发展作为国家战略时,应着重考虑4个方面,即把握赶超的战略机遇、对创新进行组织、动员资本进行创新投入和推进社会整体进步以支持创新发展.近代以来的后发赶超历史无不证明,这4个方面是国家创新发展战略的基本构成.
Abstract:Innovational development is the main way for developing countries to catch up leading countries in the global economic system. When generating an innovational development strategy, a country should focus on four aspects: seizing strategic opportunities, organizing innovational resources in new ways, mobilizing and allocating capital for innovation, and promoting the social progress to support innovational development. Throughout modern history, practices in many countries demonstrate that these four aspects are basic components of the national innovational development strategy.
