Abstract:The Chinese State Council released "The Opinions to Accelerate the Construction of Powerful Country of Intellectual Rights" in January 2016, formally proposed the "intellectual power" strategy, to actively seek for the transformation and development of China's intellectual property work. China must take turn overtaking strategy to switch the intellectual property strategy from passive to active, which should focus on three aspects of the work, i.e., promoting entrepreneurship to the intellectual property creation and management, intellectual property management with crowd-sourcing of globalization for the characteristics, and the globalization of intellectual property rights by transnational technology M & A.
