中文摘要: 加快知识产权强国建设是国务院作出的重大战略部署。落实这一战略部署，文化的影响力不可小觑。文章从文化的基本概念辨析出发，分析了文化的特性、本质及知识产权强国建设所依赖的文化土壤，得出文化的外在表现是一定的社会氛围，内在本质是一定的社会意识的结论，进而系统地提出了知识产权文化的概念、功能、本质及其与知识产权强国的关系。文章从鼓励创新精神、树立竞争意识、彰显诚信道德、培育法制观念、倡导人本主义5个方面论述了知识产权文化对知识产权强国建设的具体影响。最后，文章就知识界、学术界、科技界在知识产权文化和知识产权强国建设中所涉及的基本概念作了剖析，纠正了社会上不准确或不正确的认识。
Abstract:The State Council has made a strategic plan to step up the building of intellectual property powerful country. The cultural influence should not be underestimated during practicing this plan. Starting with the fundamental conception of culture the paper makes an analysis on characters and essence of culture and the cultural soil for the building of intellectual property powerful country. The paper puts forward an idea of intellectual property culture and discusses the function, essence of the culture and the relationship between the culture and an intellectual property powerful country. The paper also expounds 5 influential aspects of intellectual property culture on an intellectual property powerful country. In addition the paper analyses some basic ideas and puts certain misunderstandings to rights.
