中文摘要: 化学是一门承上启下的中心科学,对整个科技领域的发展和经济社会的进步起到了强有力的推动作用。发达国家通过对化学科学的支持,有效提升了化学学科的研究水平,并推动了化工产业的发展。新中国成立后,我国在自然科学领域较早支持了化学研究,目前我国化学研究水平处于世界前列。然而,我国化学领域还存在重大原创性成果不足、稳定支持不足、对工业支撑不足、中心科学的地位仍有待提高等问题。为使我国化学科学更上一个台阶,更好地发挥化学在科技和经济发展中的作用,围绕“四个面向”,文章提出了我国化学研究的新架构,并从资助模式、选题机制、研究组织模式、人才队伍建设和提升国际影响力5个方面提出适应新架构的对策与建议。
Abstract:Chemistry, as a central science linking all the other sciences, has played an influential role in promoting the development of the whole scientific and technological field and the prosperity of economy and society. Developed countries strongly support the development of chemistry and effectively promote the level of chemical research and chemical industry. Since the founding of the People's Republic of China, chemical research has been supported among the field of natural sciences, and its current level is at the forefront of the world. However, there are still problems in the field of chemistry research in China, such as insufficient major original achievements, insufficient stable support, insufficient industrial support, and the need to improve the status of chemistry as the central science in China. In order to promote the development of chemical science in China and to enhance its role in science and technology innovation as well as economic and social development, we propose the new framework of chemical research in China. The new framework is based on the the four principles:targeting the global science frontiers, serving the main economic battlefield, striving to fulfill the significant needs of the country, and benefiting people's life and health. Under this framework, countermeasures and recommendation are also put forward from five aspects including funding mode, topic selection mechanism, organizational model, team building, and international influence.
