中文摘要: 珠江是我国流入南海的最大水系。独特的自然环境特征和地理区位,使珠江流域蕴藏着丰富的自然资源和巨大的开发潜力,在我国生态安全体系建设和国民经济发展规划中具有重要战略地位。目前,珠江流域上中游地区是生态安全战略格局的关键组成部分,下游是粤港澳大湾区。然而,受区域资源禀赋和发展条件等多因素的影响,珠江流域的上下游和东西部之间贫富差距巨大,粤港澳大湾区建设新动力不足,局部区域面临资源短缺、生态退化和环境污染等系列挑战。为全面加强珠江流域生态保护,推进粤港澳大湾区建设,建议抓紧开展顶层设计与科学研究,形成以强化珠江流域生态保护与绿色发展为基础、助力粤港澳大湾区建设的全流域协同发展路径。

Abstract:The Pearl River is the largest river flowing into the South China Sea in China. The unique natural environmental characteristics and geographical location make the Pearl River Basin (PRB) rich in natural resources and huge development potential, and it has an important strategic position in the construction of China’s ecological security system and national economic development planning. At present, the upper and middle reaches of the PRB consist of crucial part of China’s strategic pattern of ecological security, and the lower reach is the Guangdong-Hong Kong-Macao Greater Bay Area. However, influenced by multiple factors such as regional resource endowment and development conditions, there is a huge gap between the rich and the poor in the upper and lower reaches of the PRB and between the East and the West. The construction of the Guangdong-Hong Kong-Macao Greater Bay Area has insufficient momentum, and some local regions are facing numerous challenges such as resource shortage, ecological degradation, and environmental pollution. To comprehensively strengthen the ecological protection of the Pearl River Basin and promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, it is recommended to carry out top-level design and scientific research urgently to form a synergistic development path based on strengthening ecological protection and green development in PRB to support the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.
