Abstract:The geo-political and technological competition (geo-technological competition) between China and the United States is the main arena of great power competition in the 21st century, which has impacted the global technology, supply chain, and economic development landscape in unexpected ways. Although this issue has been widely discussed in the academic community, there is a lack of a systematic study of the actions of first-class think tanks in China and the United States. Therefore, this study selects the Information Technology and Innovation Foundation (ITIF), the Brookings Institution, and the Chinese Academy of Social Sciences (CASS) as the research objects, collects, sorts out, and analyzes their online public comments from 2002 to 2024, and attempts to explore the decision-making preferences of first-class think tanks on both sides. This study finds that although think tanks on both sides are competitive in the keywords of "supply chain" and "accusation", they show common concerns in the keywords of engagement and "equality and governance", and the geo-technological competition between China and the United States will exist in the long term. The academic contributions of this study are:(1) constructing a collection of views of first-class think tanks in China and the United States since 2002; and (2) analyzing the decision-making preferences of Chinese and American think tanks and making trend predictions for the actions of both sides. It is expected that the content of this study will provide information service regarding the development trend and coping strategies of geo-technological competition.
